Hector Martinez

Hector Martinez is the President and Owner of HM Constructor, Inc., and Green Housing Development, a mid-sized construction and land development firm specializing in residential projects. With over 30 years of experience in civil engineering, he has a proven track record in water and land development.


Hector began his career as a water purification specialist with the US Army Quartermaster Corps before joining the City of San Diego as a junior civil engineer in 1988. He later spent nearly 30 years at Sweetwater Authority, ultimately retiring as Engineering Manager in 2014.


Elected in 2018, Hector currently serves as Vice Chair of the Sweetwater Authority Governing Board and Chair of its Finance and Administration Committee. He also represents the Authority on the Ad Hoc Otay Water/Sweetwater Authority Working Group Committee, which is focused on developing a recycled water program, and on the Chula Vista Interagency Water Task Force.


A past President of South Bay Water, Hector represents the district in the Chula Vista Chamber of Commerce Utilities Subcommittee and the LAFCO Special Districts Advisory Committee.


Hector holds a Master of Public Administration and a Master in Management from National University, a Bachelor of Science in Civil Engineering from San Diego State University, and an Associate in Engineering from Southwestern College. He is a Registered Professional Engineer, a Licensed Building Contractor, and holds certificates in Grade D4 Water Distribution System Operator and AWWA Grade 3.
