Jennifer Jacobus, PHD

Jennifer Jacobus, PhD, is a Principal at Rincon Consultants, Inc., an environmental science and planning firm founded in Ventura, California. Jennifer oversees Rincon’s Water Market services and client relationships, bringing over 20 years of experience in environmental compliance for water and wastewater infrastructure and resource management projects. 


Jennifer is deeply committed to mentorship and leadership training, and also works tirelessly to ensure a sustainable, resilient, and equitable future for our planet and society. She is particularly passionate about securing clean and reliable water supplies that are adaptable to climate change, as well as creating opportunities for emerging professionals that recognize strengths, values, and challenge stereotypes.


Jennifer holds a B.A. in Economics from The Johns Hopkins University, an M.A. in Geography from Boston University, and a Ph.D. in Resource Ecology & Management from the University of Michigan’s School of Natural Resources & Environment.


An active member of the Association of California Water Agencies (ACWA) since 2004, Jennifer currently serves as the Board President for the Los Angeles Chapter of the WateReuse Association. She is also a board member for Ocean Charter School and The Haven Project. Originally from New Jersey, Jennifer has called Los Angeles home for over 23 years.



In her free time, Jennifer enjoys hiking in the Santa Monica Mountains, skiing in the Eastern Sierras, watching her daughters surf, ice skate and play volleyball, and exploring local farmers’ markets.
