Victoria Johnson

Victoria Johnson is a transformative practice leader with 20 years of experience in the infrastructure sector and architecture, engineering and construction industries, leading a diverse portfolio of work in major U.S. markets including New York, Los Angeles, San Francisco, Seattle, Miami and Atlanta. She has a broad array of experience across sectors, including water, energy, transportation, transit, aviation and the built environment serving in leadership roles on notable projects including the California High-Speed Rail Project, the JFK, LaGuardia and EWR Airport Redevelopments and the Stockholm International Water Institute’s World Water Week.


Victoria is a global thought leader and speaker, providing infrastructure and economic development perspectives in Europe, Australia, New Zealand, Africa, the Middle East and South America on global imperatives including social value, environmental social governance (ESG), sustainability and resilience.


Victoria is a published author and subject matter expert on best practices in people-centered infrastructure, including a congressional article on Capitol Hill titled, Investing in people to power our infrastructure. She serves in leadership roles in several national professional societies, including the National Skills Coalition’s Infrastructure Recovery Panel, where she is advising the Biden-Harris Administration and 117th-118th Congress on policy and legislation, including the $1.2 trillion Bipartisan Infrastructure Law and Workforce Innovation and Opportunity Act.


As a Global Equity Director at HDR Engineering, Inc., Victoria leads an established equity practice providing advisory services to public agencies on equitable infrastructure, while co-designing HDR’s external equity strategy and goals. She also serves as an executive advisor to government officials, partnering with public agencies including the Metropolitan Water District of Southern California (MWD), Los Angeles Department of Water & Power, San Francisco Public Utilities Commission (SFPUC), DC Water and the Port Authority of New York & New Jersey. Victoria is a proven leader working with federal, state and municipal leaders to maximize capital investments on large redevelopment programs in excess of $25B+ to build more thriving and resilient communities.


Victoria previously served as an advisor and subject-matter expert for an Australia/New Zealand Resilience Collaboration Series consisting of ongoing workshops to guide discussions across public and private sectors via international peer exchange, technical expertise and best practices sharing.


Victoria serves as a trusted partner with several agencies, including MWD where she spoke at the agency’s inaugural “Playing to Win, Advancing Inclusive Excellence Forum” in collaboration with agency’s 38-member board of directors and MWD executive leadership.


In collaboration with The Brookings Institution, Victoria contributed to a national “Renewing the Water Workforce” report in partnership with SFPUC, Louisville MSD and Camden County Municipal Utilities Authority.


Victoria has a Bachelor of Arts in Communications & English from the Brian Lamb/CSPAN School of Communication at Purdue University in West Lafayette, Indiana.
